In general, NY government took more conservative approaches at the beginning due to many concerns such as arising public panic or crashing of the stock market,  compared to Wuhan/Chinese government. NY government issued more fierce orders as the curve of the cumulative confirmed cases in New York City climbed up at a higher rate (see the blue curve line and corresponding approaches taken). On the contrary, Wuhan/Chinese government took extremely fierce approaches when the curve of the cumulative confirmed cases in Wuhan was still flat (see the red curve line and corresponding approaches taken).

 

Another factor that impacted the effectiveness of orders is how people obey these orders. And usually, the words of political leaders or social celebrities can affect how people acknowledge certain orders and obey.
