It's clear that there exist discrepancies among these organizations' reactions.
Compare the 4 timelines, the New York confirmed case & death grow unimaginably quick in March, which shows a clear lag against the other three. This implies:
- The cases in New York are confirmed later than they happened, due to the lag of effective response.
- Healthcare organizations have been keeping an eye on this outbreak, but still missed the chance to control it in an earlier stage.
